When it happens in US, it's either justified as enforcing law and order, or mildly described as misconduct / brutality / use of excessive force, or worst, manslaughter.
But if it happens in a country that US considers hostile, the act would be reported by US journalists as abuse of human rights, murder or slaughter by evil and oppressive government.
